Commit Message

ci: bump actions to Node 24 runtimes

Move actions/checkout v4 -> v6 and actions/setup-python v5 -> v6 in
both the test and doc workflows; both v6 majors run on Node 24,
clearing the Node 20 deprecation warnings. Also bump
peaceiris/actions-gh-pages v3 -> v4 (Node 16 -> Node 20; no Node 24
release exists yet). The pypa/gh-action-pypi-publish action is
Docker-based and unaffected.
