Strengthen PCA validation coverage (#53)

* Strengthen PCA validation coverage

Expand PCA validation coverage to exercise uncovered negative and determinism paths, and tighten the validation spec so it matches the implemented checks.

* Rename PCA quantization validation test

Align the VAL-PCA-014 test name with its expanded i8 and i16 coverage so review output and failures stay traceable.
