Expand and refactor vsscale.onnx module (#302)

This PR removes the soft vsmlrt.py dependency on vscale and adds our own
backend interface.

- Add vsscale cli interface to download supported models (ArtCNN, DPIR
and Waifu2x)
  DPIR and Waifu2x are custom feeds forked from the official repos.
Configuration from the pyproject.toml or a vsjet.toml is also available.
- Implement automatic model downloading when calling supported classes
(eg `ArtCNN().supersample(...)`)
- Remove deprecated ArtCNN models
- Remove unmaintained old Waifu2x UpConv7 suite models.
- Refactor autoselect backend selection
- Bump jetpytools to 3.0.0

### Constraints: 

- TensorRT and TensorRT RTX python bindings are not officially compiled
for python 3.14. Non official bindings are available on the vs-wheels
index.
- There are now a lot more dependencies for vsjetpack in general.
