fix: address all Codacy static analysis issues

- Remove unused uuid4 import from valuation.py
- Add sleep to test polling to prevent flaky behavior
- Fix grep -P compatibility in start.sh/stop.sh (use portable grep -E)
- Add missing tool prerequisites (curl, ss, nohup, lsof, xargs)
- Add error handlers to all frontend pages (Trades, ProductBuilder, Portfolios, Valuations, Dashboard)
- Fix markdown table alignment in SKILL.md
- Correct dal-python installation path in SKILL.md
