fix: restore releases/4.2.0 manifest files on main (hotfix for #182) (#183)

v4.2.0 of holoscan-cli fetches artifact manifests from a hardcoded
refs/heads/main URL. The releases/ directory was removed from main
post-release, breaking `holoscan package` for all v4.2.0 users.

This adds back the two manifest files (cuda-12 and cuda-13 variants)
so that v4.2.0 installs can resolve them without needing --source.
A proper fix will follow in v4.2.1 (update the default URL to point
to a stable, versioned location instead of main).
