Clarify HELPER_ALLOWLIST sharing rationale

Drop the misleading "smoke run on aarch64-apple-darwin" framing — the
classification is source-semantic (each helper body is a
public-bounded loop) and holds independently of any backend's
lowering. Spell out the empirical check that the full CI matrix
(thumbv6m/7m/7em, riscv32imc/imac, aarch64-linux, x86_64-linux,
avr-none) runs through this allowlist with zero residual helper
violations once target-specific upstream concerns (e.g., thumbv6m's
missing CLZ) are partitioned into `extra_allowed_helpers`. Anything
truly backend-specific belongs in the extras list, not here.
