feat(bb_ota_pull): enable pre-flight heap guard by default (9216) (#344)

- the min-heap-block pre-flight check existed but defaulted to 0 (off)
- default it to 9216 (~mbedtls ssl_in_content_len 8192 + overhead) so a low-heap/fragmented pull-strategy board refuses the ota cleanly instead of oom-crashing mid-tls-handshake
- inert on boards with headroom (all current pull boards have >>9kb largest block); 0 still disables it
- update kconfig help to explain the ssl_in_content_len relationship and how to tune
- add a one-line tls heap note to bb_http_client/kconfig
- add ota tls pre-flight heap guard section to claude.md
