* fix(test): parse RTM CSV with encoding/csv in TestStaleTestReferences

Naive strings.Split(line, ",") mis-parsed quoted fields containing
commas (e.g. a target_value listing items), shifting columns so
test_module read a fragment of target_value and was flagged stale.
Use encoding/csv for correct quoted-field handling.
