ci: migrate SonarCloud scan to scan-action v6 (skip JRE auto-provisioning)

Dependabot's v4 -> v6 bump (PR #6) breaks the scan: scanner CLI 7.x tries to
auto-provision a JRE from scanner.sonarcloud.io and gets HTTP 403. Supply
Java 17 via actions/setup-java and set SONAR_SCANNER_SKIP_JRE_PROVISIONING so
the scanner uses the runner's JVM instead of downloading one. Supersedes #6.
