refactor: cut numeric thresholds, remove status condition controller

Address ellistarn's review feedback:
- Ship Balanced with fixed k=2; remove "1"/"2"/"3" numeric policies,
  UnmarshalJSON, and IntOrString complexity. Tunability deferred.
- Remove ConsolidationPolicyUnsupported status condition and its
  controller — validation is handled at admission via kubebuilder enum.
- Merge nodepool_balanced_test.go into existing test files.
- Fix kubebuilder Enum marker syntax (was leaking "=" into CRD YAML).
