Scope `inferInputSignatures` to the emission tests (#580) (#590)

`HybridizeFunctionRefactoringTest` hard-coded `INFER_INPUT_SIGNATURES = true`
and threaded it into every processor it built, so emission was on for the whole
suite. The flag gates only the source-write (`computeInputSignatureKeyword` and
the auto-inject path), not the inference computation, so any convert-to-hybrid
fixture meeting the emission conditions would silently gain an `input_signature`
— a latent drift once `compareOutput` (#577) is enabled.

Replace the global constant with a per-test `inferInputSignatures` field
defaulting to `false`, and have the emission tests opt in through
`helperAssertInputSignatureEmission`. The full suite stays green: no
compare-output fixture relied on the global flag.
