ci: drop Code Climate backend (closed to new signups)

Code Climate Quality no longer accepts new project signups (the team moved to
its successor, Qlty). Remove the gated Code Climate upload step, its
CC_TEST_REPORTER_ID env mapping, and the corresponding docs/README/CHANGELOG
mentions. The remaining backends — Codecov, Coveralls, SonarCloud, Codacy —
cover the same ground.
