[fix] Fixed accidental email delivery for generic_message notifications #478

When a notification is sent for a shared object (i.e., an object without
an organization), the system now correctly uses the `email_notification`
configuration defined for that notification type. Previously, it would
incorrectly default to sending emails even if disabled for the type.
