containerz: add RPC to remove plugin tar

The plugin tarball transferred via the Deploy RPC
currently cannot be cleaned up from the filesystem.

We cannot add this behaviour into any existing RPC
without potentially breaking a workflow which would
rely on multiple plugins using the same tarball (with
different config).

To get around this we should introduce a new RPC which
is solely for cleaning up this plugin file, and can be
called explicitly.
