fix: cross-pool conjunction, policy semantics on v1 type, collapse GetCandidates

P1: EvaluateBalancedMove now uses conjunction of all pool approvals
    and selects the binding pool by normalized score/threshold ratio.
    Fixes a bug where a low-score approving pool (high k) masked a
    high-score rejecting pool (low k).

P3: Add ConsolidationPolicy.Threshold() method on the API type.
    Collapses IsBalancedPolicy and GetConsolidationThreshold into
    calls to the method. Removes duplicated switch statements.

P4: GetCandidates delegates to GetCandidatesWithTotals, discarding
    totals. Removes the duplicated candidate-building body.

P6: Remove personal handle from TODO comment.
