perf: Scope watchman config to fix slow relay compilation

Add `.watchmanconfig` to the `frontend/` directory. This restricts
Watchman's root resolution strictly to the frontend workspace,
preventing it from crawling and indexing the entire monorepo
(including heavy backend `_build`, `deps`, and etc.).

This drops Relay's `file_source_connect_time` from ~5 min to 3 sec
