Cubed Sphere with column-wise domain partitioning for MPI (#195)

* Changed the element numbering of P4estMeshCubedSphereTopography to number all elements in a column continuously

* Added custom weight function (hard-coded in elixir) to make p4est partition without splitting columns

* Introduced a mapping to number the faces (patches) of the cubed sphere with continuous numbering when they are contiguous

* Restored elixir to state in original branch to allow testing

* Removed p4est dependency

* Used a generalized Hilbert space-filling curve for numbering each patch

* Update Project.toml

* Clean-up 1: Hard-coded new patch ordering without the need of mapping arrays

* Rotated fact/patch 1 to ensure contiguous numbering

* Cleaned up implementation and added the possibility to activate/deactivate keep_columns_together

* Added MPI test

* Fix for MPI test

* Adjusted allocations for MPI test

* Fixed typo and added prints for test

* Fixed issue with Allgather

* Update examples/euler/dry_air/global_circulation/elixir_potential_temperature_vortex_shedding.jl
