feat(app): security-check banner on Roles modifier routes (#484)

Surface a warning banner on every route scoped to a specific Roles modifier
(/[mod]/...) when that modifier is affected by the Roles v2 / Delay v1.1.0
fallback-handler vulnerability.

The check is powered by the shared public security-check API
(app.zodiac.eco/public/api/security-check). It runs server-side — the API
sets no CORS header, and this keeps the on-chain walk off the client — inside
a Suspense boundary so it never blocks the page. A clean (or failed) check
renders nothing; an affected one shows how many reachable Safes need action
and links to the remediation tool. The banner is dismissable (in-memory, so
it reappears on reload). Routes without a mod in their path are untouched.
