Commit Message

Create reusable scripts to install neurodamus and its dependencies (#528)

- ci/scripts/*.sh each script is one piece of the puzzle for installing neurodamus dependencies
- refactor `.github/workflows/simulation_test.yml` to use above scripts
- refactored Dockerfile to also use above scripts
- allows for other locations where neurodamus is installed to install things with the same versions and arguments
- add `sccache` for c/c++ building caches and `uv` for installing python dependencies
