Remove popover JS in favor of popover API and anchor position (#2850)

This PR refactors the popover component to use the native popover API and CSS anchor positioning. This allows me to remove all custom JavaScript that was handling popover functionality. The documentation has also been updated to both use the new API and removes references to the previous JavaScript implementation.

**Additional changes**

- `docs`: Remove the `Popover` component in favor of using the popover API directly.
- `docs`: Removed the ref prop from `ReferenceCard` component.
- `docs`: Moved smartypants disabled setting to MDX integrations.
- `drawer`, `modal`: Added transitional event emits such as `opening` and `closing`.
- `select`: Fixed missing disabled example.
- `core`, `utility`: Added `drop-shadow` tokens and utility classes. This is used by popover's with arrows so that the entire element properly gets a shadow effect.
- `core`: Added size and radius arguments to arrow mixin.
- `utility`: Added `width-fit-content` utility.
