[feature] Emit Fragmentchange Event on URL Updates #551

Add a custom `fragmentchange` event to NetJSONGraph. This event is
dispatched when URL fragments are updated, allowing external consumers
to react to URL changes without needing to manually implement `popstate`
or `hashchange` handlers.

The event is emitted after `history.pushState` or `history.replaceState`
is called, and also during browser back/forward navigation.
