Add a repository-managed Dependabot configuration for weekly Cargo and GitHub Actions update PRs, and add a dedicated specification package documenting requirements, design, and validation for this automation.

Traceability:
- REQ-DEPS-001 -> .github/dependabot.yml
- REQ-DEPS-002 -> cargo update entry
- REQ-DEPS-003 -> github-actions update entry
- REQ-DEPS-004 -> weekly schedules
