Add node brownout recovery boot path (#1119)

* Add node brownout recovery boot path

Update the node requirements, design, validation, and startup path so paired ESP-NOW boots sleep for the persisted base interval after ESP_RST_BROWNOUT instead of re-entering radio activity immediately. Add node.rs brownout tests and wire the validation traceability to the implemented verification.

Make the node binary test logger per-thread to avoid parallel test flakiness, correct the design doc's alternate boot path count, and align T-N900a with what the mapped brownout unit tests actually assert.
