ci: set up pub.dev OIDC via dart-lang/setup-dart (#1377)

* ci: exchange GitHub OIDC token for pub.dev publishing

The publish step relied on dart pub auto-detecting GitHub Actions OIDC,
but with subosito/flutter-action that detection does not happen, so
dart pub publish fell back to an interactive Google OAuth prompt and
hung in CI ('Waiting for your authorization...') until the job timed out.

Explicitly exchange the Actions OIDC token (audience https://pub.dev)
and register it with 'dart pub token add' before publishing, so melos
publish uploads non-interactively.

* ci: set up pub.dev OIDC via dart-lang/setup-dart

Mirror the mechanism used by bluefireteam/melos-action (and Flame's
release workflow): dart-lang/setup-dart configures the pipeline for
pub.dev OIDC. subosito/flutter-action alone does not, which caused
melos publish to fall back to an interactive OAuth prompt and hang.

Replaces the manual OIDC token exchange with the standard setup-dart
step.
