Wire eval-side `inferInputSignatures` flag (#481) (#566)

Closes the eval-facing half of #481. Adds the
`edu.cuny.hunter.hybridize.eval.inferInputSignatures` system property +
`getInferInputSignatures()` getter on the evaluator handler, threads it
through a new `Util.createHybridizeFunctionRefactoring` overload, and emits
a new `infer input signatures` column into the results CSV. Eval can now
toggle the input-signature emission from a system property without going
through the developer-facing wizard.

The user-facing wizard checkbox half of #481 is a follow-up; this commit
covers the eval-side surface only, which is what paper runs need.
