chore: drop Django 4.2 and test latest patch per minor line

Remove Django 4.2 from PyPI classifiers, README compatibility matrix,
and CI. Minimum supported Django is now 5.2.8+.

CI no longer pins exact Django patch versions (e.g. 5.2.12). Each matrix
job installs the latest patch in its minor line via semver ranges
(>=5.2.8,<5.3 and >=6.0,<6.1) and logs the resolved version.

Drop the legacy is_safe_url import fallback in views.py; supported
Django releases expose url_has_allowed_host_and_scheme.
