feat(dashboard): infinite-scroll pagination for Users tab

- Backend: /api/users now supports limit/offset, sort_key/sort_dir, birthday_filter, and returns total count
- Frontend: loadUsersPage() fetches 200 users at a time; infinite scroll on main tab container
- Birthday filter now pushed to SQL WHERE clause instead of client-side filtering
- Added users-count badge showing loaded / total users
- Added loading spinner at bottom during fetch
- Table fills main page height with scrolling on the tab container
