Tighten embeddings trait conformance coverage (#33)

Align the rust-embeddings-trait spec package with the RCA findings by defining exact-byte conformance semantics, helper rejection behavior, unsupported encoding handling, and category-level ConformanceError expectations.

Add focused conformance tests that exercise the approved rejection paths and provider-versus-expectation error routing.
