ci: remove auto-merge queue rule for version bump PRs

The `auto-merge version bump PRs` rule used Mergify's `queue` action,
which conflicts with the GitHub-native `Merge Queue` branch ruleset
enforced on the 8.19, 9.3, and 9.4 branches. When Mergify attempted
to push the merge commit it was rejected with "Changes must be made
through the merge queue", causing repeated dequeue failures.

Mergify in this repo is intended only for backport automation.
Version bump PRs (authored by elastic-vault-github-plugin-prod[bot])
should be approved by a team member and merged manually through
GitHub's native merge queue.
