CLOUDP-392159: handle rate-limited MCP telemetry

Batch telemetry sends to at most 32 events per invocation (backend
rate limit). On any send error, write a backoff sentinel file so
subsequent invocations skip the HTTP call entirely for one minute
instead of hammering the backend. Unsent events are preserved in the
cache for the next successful send window.
