feat: handle ROUTE_COST_TOO_HIGH from credits route as a retryable cost message (#2644)

When the credits-server withholds an Across name route because the bridge cost
exceeds what the executor can cover, it now responds 503 + code
ROUTE_COST_TOO_HIGH. Detect that in fetchCreditsNameRouteWithProvider, throw a
typed RouteCostTooHighError, and surface a distinct, retryable toast/message
("temporarily unavailable due to high network costs, try again later") instead
of the generic route-unavailable error. The modal stays open on its failure view
with retry.
