feat: advertise DIPs prices via /dips/info endpoint (#1037)

A new public HTTP endpoint surfaces an indexer's DIPs pricing and supported chains as JSON, populated from three opt-in config fields. The endpoint is signalling-only, so the existing payment validation path stays untouched. Indexers without the new fields configured see no behavioural change.
