Merge pull request #39 from speedyk-005/refactor/cleanup

Refactor Spanish rules, promote base patterns to class attrs, add
language-specific override points.

- Promote local regex pattern vars to class attrs in base.py
- Fold STREET_ABBRVS into MID_SENTENCE_ABBRVS (hard never-splits)
- #15; English uses it to re-add
  boundaries when street abbrvs are followed by common starters
- Move geopolitical rule override to en/ja via _compile_regex_dynamically
- Fix "ave" false negative: exclude from Spanish MID_SENTENCE_ABBRVS
- Fix "way" adjacent string concatenation bug in base street set
- Drop 3-dot ellipsis rule from base, restore in en.py only
- Trim Spanish COMMON_SENT_STARTERS from ~140 to ~60
- Clean up es.py comments, tests
