guide LLM to run supplemental doc_type-filtered searches after broad rag_search queries

  In LLM tool-calling mode, enriched catalog records consistently outscore web pages and documentation in broad rag_search queries, causing those source types to be absent from responses even when directly relevant. Added IMPORTANT guidance to the rag_search tool docstring instructing the LLM to always follow a broad search with targeted doc_type="web-content", "user-guide", and "publication" searches using the same query, merge the results, and include relevance scores when presenting them. Also enumerates all known doc_type values in the parameter description.
