ci: authenticate release tag push with GitHub App token (#1374)

* ci: authenticate release tag push with GitHub App token

The tag creation/push in the release workflow used the default
GITHUB_TOKEN (github-actions[bot]), which is not on the bypass list
for the tag-creation repository ruleset, so pushing new tags was
rejected with GH013. Pass the GitHub App token to the checkout and
melos-action steps so tags are pushed as the App identity.
