Preserve per-team rating shape in rate() return type (#1002)

* Preserve per-team rating shape in rate() return type

Make rate() generic over a const tuple of teams so the return type
mirrors the input: the same number of teams, and within each team the
same number of ratings. Asymmetric inputs (e.g. teams of 5, 4 and 7
ratings) yield a correspondingly shaped output tuple, while a plain
Rating[][] still maps back to Rating[][].

Adds RateTeam/RateResult homomorphic mapped types, a compile-time
type test, and a typecheck script wired into CI.

* Document rate() shape preservation across arbitrary team/rating counts

* Remove explanatory comments from rate type definitions
