Add CI coverage reporting and badges (#27)

Requirements -> specs -> implementation traceability:
- REQ-CI-015 / DSG-CI-016 / VAL-CI-012..013: add a dedicated coverage job using cargo-llvm-cov to generate lcov.info for the Rust workspace.
- REQ-CI-016 / DSG-CI-017: publish the generated LCOV report to Coveralls from GitHub Actions.
- REQ-CI-017 / DSG-CI-018 / VAL-CI-014: add README badges for CI status, Coveralls coverage, and the MIT license.
- Preserve the existing CI jobs and keep minimum coverage threshold enforcement out of scope in this pass.
