  Skip the whole-suite IPC leak check under a parallel harness

  t/00-base.t and t/99-end.t compare global SysV IPC counts to catch a
  suite-wide leak, which only holds when the suite runs serially. Under a
  parallel harness (HARNESS_OPTIONS=jN) the interleaved files perturb the
  counts, so skip the comparison there and keep it strict in serial.
