CI coverage reporting & dependabot pip ecosystem

* code.yml: replace plain pytest with coverage-instrumented run
  (--source=id3c, parallel-mode), combine + report, and upload to
  coveralls.io via the GitHub-Actions native auth.  Add a separate
  top-level 'coveralls' finisher job that --finish-es the parallel
  build, matching the pattern from BCDA-APS/BITS.

* dependabot.yml: extend from github-actions-only to also watch
  pyproject.toml Python dependencies on the same weekly schedule.
