workflows/cmake: stop creating releases to fix the publish race

The Windows build jobs each ran `gh release create vX --draft`, which is not
idempotent under concurrency: together with publish.yml's release job, three
separate releases were created for the same tag during v0.4.0 and release.yml
undrafted an incomplete one. Immutable releases then froze its assets at
publish time, so the wheels and sdist could not be added afterwards.

Make publish.yml the sole release creator (it uploads the wheels and sdist in
a single `gh release create` before the undraft). The CMake job now only
publishes its zips as workflow artifacts and no longer needs contents: write.
