project: package and publish as the vapoursynth-scenechange wheel

Ship the project as the vapoursynth-scenechange PyPI package
(project_type: python). scikit-build-core compiles the VapourSynth plugins
and bundles them as package data (site-packages/scenechange/libscenechange.so
and libtemporalsoften2.so); since the plugins are loaded at runtime by
VapourSynth rather than imported, the wheels are Python-agnostic py3-none
platform wheels.

The scenechange package exposes the TemporalSoften wrapper with a static
load_plugins() that loads the bundled plugins into a core via
importlib.resources. Adds Python unit tests, Sphinx docs, a hand-maintained
CodeQL workflow analysing both C and Python, and the regenerated tooling the
project_type switch entails. Requires Python 3.12+ and vapoursynth>=75.
