fix(queue): preserve note in executed-tx origin overlay and harden cache clear

Pass queue.notes through buildOrigin at the three executed-tx overlay
sites so the note survives once a transaction executes, matching the
queued-tx mapper path.

Run the tx-service and queue cache invalidations independently via
Promise.allSettled in clearMultisigTransactions so a failure in one
layer no longer skips the other; throw a generic error on any rejection
to keep webhook retries working.
