Bumpy minimum NumPy version to 2.0 (#16243)

Following Qiskit's adoption of SPEC 0[^1] for core scientific-ecosystem
package dependencies, we can now bump the minimum supported version of
NumPy to 2.0.  This allows us to remove the 1.x/2.0 shims that we
previously had in place.
