fake_eplus_install patches should live for the entire test duration

The previous implementation using `with patch` inside the `_make` helper limited the mock's scope to only the `EnergyPlusPath` instantiation. This change ensures patches are active for the entire test duration and are properly stopped during fixture teardown.
