test: prevent push tests from leaking cmd/jwt dir (#823)

* test: prevent push tests from creating cmd/jwt dir

Four push tests started embedded NATS server with nats-resolver config
but never replaced default 'dir: ./jwt' with a temp path. Server cwd
during go test is cmd/, so resolver wrote pushed account JWTs to
cmd/jwt/. Apply the same dir replace pattern used by adjacent tests.
