Migrate to @rubensworks/eslint-config v3

- Replace .eslintrc.js with eslint.config.js (flat config format)
- Upgrade @rubensworks/eslint-config v1 to v3 (via @antfu/eslint-config)
- Upgrade eslint v7 to v8; remove now-bundled plugin packages
- Update lint script: drop obsolete --ext .ts flag
- Rename generic type params to T prefix (TE, TQ, TV, TO)
- Keep SCREAMING_SNAKE_CASE constants with eslint-disable-next-line
- Replace || with ?? (nullish coalescing) where flagged
- Prefix unused parameters with _
- Fix floating promises in perf scripts with .catch(console.error)
- Fix test issues: commented tests, toThrow messages, duplicate hooks
- Add eslint-disable for intentional unsafe casts in index internals
