Restyle css to make more standard

Condensed all of main app css into a master css sheet for masterindex and main.
Also condensed the script into the main. The main app now has no special staticfiles.

Removed blog app. Decided it would be hard to maintain and style. I am 99% sure I will
be using an instance of discourse to power the forum which will probably server as an
adequate blog platform as well.

Moved define method tests into lang-api where the models live.

Fixed bug that was adding multiple instances of word if there is a repeat in the word
list. The input_to_db function now checks and automatically increments the frequency
if needed.

added base html sheet that is meant to show all of the basic css classes. Templates,
views, and tests were added, template still needs to be completed.

removed blog from testing
