Disable sled migration flusher during one-shot opens (#1924)

Open sled with flush_every_ms(None) in migration-only paths so short open-close-reopen sequences do not race with sled's background flusher holding the database lock.

The migration code already flushes rewritten rows and format-version writes explicitly, so this keeps the public migration API behavior while avoiding intermittent lock acquisition failures in migration tests.
