test: remove tests < 3.10; add 3.15{,t}-dev experimental tests

Roundup 2.26 release will not support python version < 3.10.

Removed all references to 22.04 ubuntu runner that was needed for
3.7/3.8 support. Also 3.7 CI failed with last commit as hypothesis
version for 3.7 is too old to support characters(codec=...).
