fix(test): tolerate detached-daemon shutdown response race on macOS

The detached child can tear down its listener before the shutdown
HTTP response is fully observed by the test process. The poll loop on
runtime.json removal is the real post-condition, so drop the .expect
on the shutdown RPC. Mirrors corrupt_state_json_is_quarantined_on_boot.
